About Us
The Uganda National Examinations Board is the national assessment body in Uganda. The UNEB Secretariat is headed by the Executive Secretary, who is the Chief Executive head and the accounting officer of the Board.

Executive Secretary

Under the Executive Secretary, there are seven departments, each headed by a Deputy Secretary. The work of UNEB is unique and specialized in its own way, and as such, it is handled by people of a very high degree of integrity, who are carefully appointed by the Board.

UNEB as a public organ
ization strives to maintain fair assessment in a bid to produce valid and reliable results. UNEB welcomes the various stkeholders in the fight against malpractice.  

Governing Board

The governing Board of UNEB consists of a Chairman, who is appointed by His Excellency the President, and a membership of twenty six persons of integrity.  Members of the Board hold office for a term of three years, but are eligible for re-appointment for another term.

Functions of UNEB

Among the many functions in the Act, UNEB is mandated to:

(a)    Conduct Primary, Secondary, Business & Technical and such other examinations within Uganda, as it may consider desirable in the public interest

(b)    To award certificates or diplomas to successful candidates in such examinations, and other functions referred to in Section 3 of the Act.

Membership and International Linkage

UNEB is an active member to the following organisations

  • Commonwealth Association of Testing and Assessment Institutions (CATAI)
  • International Association for Educational Assessment (IAEA),
  • Association for Educational Assessment in Africa (AEAA)
 

UNEB is also linked to other countries as below:

  • Regional cooperation with Eastern African countries – Kenya, Tanzania, Rwanda Burundi
  • Cooperation with the Government of Southern Sudan, Ministry of Education, Science and Technology
  • Harmonisation of the Education systems in East Africa
  • Exchange visits among member states of the above associations
  • Attending annual conferences organized by the associations.

UNEB Examinations
Examinations Conducted by UNEB
(i)    Primary Leaving Examinations(PLE).
(ii)    Uganda Certificate of Education(UCE).
(iii)    Uganda Advanced Certificate of Education(UACE).
(iv)    Uganda Business Education Certificate and Diplomas (various classes)
(v)    Uganda Technical Education Certificate and Diplomas (various classes)
(vi)    Grade III Teacher Education Examinations (upto 1998)

Recognition of UNEB Examinations and Certificates
UNEB examinations and the awarded certificates are internationally recognized and highly credible.  The University of London School Examinations Board and the Joint Matriculation Board in Manchester, conducted independent comparability studies to assess the UNEB standards by detailed analysis of the syllabuses, the question papers and the marked scripts in certain subjects.  When results of the above two studies were successful, UNEB certificates received permanent recognition in the UK and later on, all over the world.  We strive very hard to maintain this worldwide recognition.

Challenges faced
(a)    The tight budget under which UNEB operates
(b)    Scarcity of suitable personnel to execute the taxing UNEB work

(c)    The relatively widespread ignorance among the general public about the operations  of an examination body

(d)    Malpractice in examinations which includes
(i)    External assistance to candidates
(ii)    Smuggling of unauthorized materials into exam rooms
(iii)    Collusion/copying among candidates
(iv)    Substitution of genuine answer scripts with ones written outside exam rooms/outside period of examination
(v)    Impersonation – sitting examination for a candidate
(vi)    Purporting to have genuine UNEB question papers (whereas it is not the case) by some unscrupulous people (particularly petty traders).

 

Members of the public are always encouraged to contribute ideas to the organization’s success to the Executive Secretary, who encourages positive and constructive criticism, positive interaction with the public and other bodies; in order to concretize “assessment for quality education”.
